Is it just me or have the capacity of these things been reduced? I can now only get 2 Cap booster 400's into a medium cap booster??

The stacking penalty is so stupid! On the test server i was in a ship and a carrier unleasted 14 webber drones on me, i lost abut 50% of my speed.. If they were normal webbers on a ship and i had 14 on me, i would drop to less than a meter a second
